Project Background

Flooding along the Chester Creek corridor from A Street to Westchester Lagoon has been a recurring problem for many years. The flooding impacts property owners adjacent to the creek, traffic on Arctic Blvd. and Spenard Rd., and has restricted use of the popular Chester Creek Trail, which runs roughly parallel to the creek through the project area. Historically, flooding in this region occurs under two conditions:

  • High flow events during heavy rains, typically in the fall.
  • During winter months as a result of icing and/ or winter rainfall events.
